Noise Pop 2013: Four Excellent Shows That Aren't Sold Out Yet (VIDEOS)

Hey, so Noise Pop 2013 started this week!

And if you don't have tickets or a badge to this year's most-anticipated shows by this point, you probably aren't getting in. (Sorry!) That doesn't mean, however, that you're out of luck when it comes to checking out San Francisco's premier club-based indie music festival. There are still some promising shows with tickets available.

For those of you who are just getting your weekly agendas straight, here are four good Noise Pop shows to consider.

  • Wednesday, Feb. 27: Ceremony, Terry Malts, and Synthetic ID @ Rickshaw Stop

    Well, look at that: Three of the bands on this bill made our list of the <a href="http://blogs.sfweekly.com/shookdown/2012/12/the_10_best_san_francisco_indie_rock_albums_2012.php">10 best Bay Area indie rock records of 2012</a>. North Bay outfit Ceremony has traded its punchy hardcore for steaming, brutal indie rock, maintaining much (if not all) of its intensity, and becoming vastly more listenable for those of us who aren't 19 and straight-edge. Terry Malts made a stupidly good power-pop record for its Slumberland debut last year, a 14-song ode to the Ramones on which every other track could be a hit single. And post-punk outfit Synthetic ID's neurotic, restrained debut LP immediately put this Oakland group on the map. If your tastes lean toward the punk side of things, this is the Noise Pop show for you. Tickets are $12; Comadre and Permanent Ruin round out the bill.

  • Thursday, Feb. 28: !!!, White Arrows, and the Mallard at @ Great American Music Hall

    Remember the dance-punk heyday circa 2004? Gosh, do we. And while that white-belted era of yore has undoubtedly passed, Sacto torch-bearers !!! remain as dedicated to their wildly entertaining live show as ever. Frontman Nic Offer bounds and stage-dives and taunts the crowd, and the band's beat-driven rock retains its potential for nonstop kinetic inspiration. Who needs buzz when you've got a crazy frontman and endless rhythms? L.A. psychotropical pop kids White Arrows and quickly-rising S.F. rockers the Mallard help make this an excellent Thursday night option. The Yellow Dogs play, too, and tickets will run you $21 (advance) to $23 (at the door).

  • Friday, March 1: Golden Void, Wild Moth, and DSTVV @ Bender's (FREE)

    Not all the good shows happen late at night. At this year's Noise Pop, the free happy hour parties at Bender's are packed with promising locals. There's none better than Friday's, which features local psych-rock supergroup Golden Void (whose Thrill Jockey debut came out last year), and the fierce, melodic post-punk of S.F.'s Wild Moth. Add locals DSTVV to the list, remember that there's no cover, and this could easily be one of the best small shows of the festival.

  • Saturday, March 2: YACHT, Tussle, and Shock @ Slim's

    After being reminded of their live presence at last year' Outside Lands festival -- where Claire Evans, Jona Bechtolt, and Co. joked, danced, and inquired their way through a charming 45 minutes -- we recommend seeing YACHT anytime you can. Though probably best known for the 2009 quasi-novelty hit "Psychic City," the group's senses-assaulting "Second Summer" from December proves it's still in its prime. Tussle's adventurous electronica and Shock's dance-pop make this an ideal Saturday night lineup. Also with Future Twin for $18 (advance) or $20 (doors).

Why March 1 isn't Congress's last chance to amend 'sequester' cuts

True, $85 billion in spending cuts kick in on March 1, but they won't be widely felt for several weeks. Meanwhile, funding for government operations expires March 27. The two fiscal issues could be rolled into one, but a top GOP appropriator sees that as a recipe for disaster.?

Talk about your March madness. Two whirling-dervish fiscal issues are bearing down on Washington, and a couple of March deadlines mean that next month is likely to determine whether dealmaking will give Americans a breather from tax-and-spending fights ? or whether intractability results in a federal government shutdown.

A key question is whether these two issues ? 1) the much-maligned ?sequester? and 2) funds to run the government for the second half of the fiscal year ? will proceed on separate tracks, or merge onto one. The fuzzy expectation is that they?ll merge, and that the task of replacing the first with something better will be absorbed into second. Call it a two-fer.

But some say such a merger risks yet another fiscal battle royale ? including the possibility that the sequester?s crimp on the economy would be followed by something much worse.

To head off doubling down on crisis, House Appropriations Committee Chairman Harold Rogers (R) of Kentucky is working to keep the two fiscal issues as far apart as possible.

?He thinks sequestration cuts alone are terrible,? said a Republican House aide familiar with Chairman Rogers? thinking. ?Having a full government shutdown on top of that would be more than the nation could bear.?

Let?s backtrack for a moment, just to make sure everyone?s clear about the March itinerary.

First up, on March 1, is the sequester, that package of $85 billion in automatic spending cuts that has created a buzz about looming air-travel delays, cuts in student aid, furloughs for defense workers, fewer detentions of illegal immigrants, limited access to national parks, and so on. Though almost no one likes the sequester?s across-the-board approach to the cuts, it looks as if Congress will not agree upon a different way to come up with the $85 billion by the end of this month.

But the nation will get a little grace period before most effects of sequestration are felt. That?s because government employees being furloughed need to receive roughly a month?s notice and because some military spending can likely be jostled around to prevent deep disruptions for a few weeks. Hence, lawmakers are expected to begin serious negotiations during the first two weeks of March to adjust ??or perhaps even replace ? the sequester.

Meanwhile, funds to operate the government run out on March 27, the midpoint of the fiscal year. Congress needs to appropriate money to the various agencies and departments or, voil?, a shutdown. But how much money is always the rub. Lately, Congress has been opting to simply continue funding at levels set by the 2011 debt-ceiling deal, the Budget Control Act.

It?s not a giant leap of logic to see that any revised package of sequester cuts could be rolled into bills designed to keep the government?s lights on for the rest of the fiscal year ? the very period over which the first of the sequester cuts will take effect. Such reasoning leads Pete Davis of Davis Capital Investment Ideas, a former staff member of the Senate Budget Committee, to proclaim that March 27 is ?the real deadline? for Washington?s sequester decisions.

?If there?s a deal to fund the government? through Sept. 30, says Mr. Davis, ?it?s almost a no-brainer to add a sequester replacement to it.?

But Rogers, for one, is determined not to conflate the sequester cuts and the government-funding bills ? and early signs are that Democrats in Congress may, warily, go along with that.

EU discourages investment in Israeli settlements

JERUSALEM (AP) ? European Union officials say diplomats are urging their governments to discourage investments in Jewish settlements in the West Bank and east Jerusalem ? territories Palestinians claim for their future state.

The officials said Wednesday the recommendations are part of a non-binding internal report for European governments in their briefings on the Mideast peace process. The diplomats represent 22 countries, including Germany, France and the U.K.

Parts of the report were published in the Israeli daily Haaretz. EU officials confirmed the report. They spoke on condition of anonymity because they were discussing a confidential internal document.

The diplomats recommend discouraging direct investments that support settlement construction, infrastructure and services. They also recommend European countries step up efforts to label settlement-made products sold in Europe.

The EU says Israeli settlements are illegal.

This is a rundown of 15 players who either helped or solidified their draft stock by testing well at the 2013 Scouting Combine. We'll start off with seven bigger-named prospects before digging a bit deeper on 8-15.

1. BYU DE Ziggy Ansah -- Ansah's stock has been rising since the January 26 Senior Bowl game, which he single-handedly took over. In Indy, Ansah measured 6-foot-5 1/4 and 271 pounds with 35 1/8-inch arms. His 4.63 forty time was sixth fastest among the 37 defensive linemen who ran, and Ansah's 34 1/2-inch vertical leap tied for seventh. When running the forty, only LSU's Barkevious Mingo cleared ten yards at a faster pace than Ansah (1.56). His 9-foot-10 broad jump also ranked in the top ten. Ansah has locked himself in as a single-digit pick.

Realistic Landing Spots: Jaguars at No. 2, Raiders at No. 3, Lions at No. 5.

2. Tennessee WR Justin Hunter -- Hunter weighed in at a relatively slight 6-foot-4, 196 in an effort to improve his workout measurables. It worked. Hunter's 4.44 forty was outdone by only eight of the 35 receivers who ran, and all by wideouts at least an inch and a half shorter than Hunter. Even more impressive were Hunter's vertical (39 1/2") and broad jump (11-foot-4), which each either ranked first or tied Hunter for first in his position group. Despite disappointing 2012 game film coming off an ACL tear, Hunter has vaulted himself back into the first-round discussion.

Realistic Landing Spots: Texans at No. 27, Patriots at No. 29, Jets at No. 39.

3. Notre Dame TE Tyler Eifert -- If there was any doubt about Eifert's athleticism entering the Combine, he erased it in Indy. 19 tight ends worked out, and Eifert ranked fourth in forty time (4.68), third in bench-press reps (22), second in vertical leap (35 1/2"), third in 20-yard shuttle time (4.32), and second in the 60-yard shuttle (11.52). He was also the only tight end to break seven seconds in the three-cone drill (6.92). Ideally built at 6-foot-5 1/2, 250 with 33 1/8-inch arms, Eifert has separated himself from Zach Ertz as the lone surefire first-rounder in this tight end class.

Realistic Landing Spots: Bucs at No. 13, Bears at No. 20, Falcons at No. 30.

4. Oklahoma LT Lane Johnson -- Johnson was considered a possible top-ten pick before the Combine, but he might push for the top seven now. Among the 48 offensive linemen who took part, Johnson ranked second in forty time (4.72), first in the ten-yard split (1.61), second in vertical leap (34"), fifth in the 20-yard shuttle (4.52), and second in the three-cone drill (7.31). He also benched 225 pounds 28 times with vine-like 35 1/4-inch arms. Johnson offers ideal athleticism and build (6-foot-6, 303) for an NFL left tackle. He's giving Luke Joeckel and Eric Fisher a run for their money.

Realistic Landing Spots: Cardinals at No. 7, Chargers at No. 11, Dolphins at No. 12.

5. LSU DE/LB Barkevious Mingo -- Mingo's game has kinks that need refinement -- he tends to play too high and must add strength -- but he is a highly explosive athlete. At 6-foot-4, 241, Mingo ranked first among all defensive linemen in the ten-yard split (1.55) and second in the forty (4.58), demonstrating sensational short-area burst in addition to long speed. Mingo's 10-foot-8 broad jump tied for first, and his 37-inch vertical was second best at his position. Teams that run 3-4 defenses will love Mingo's blend of length (33 3/4-inch arms) and sky-high upside.

Realistic Landing Spots: Jets at No. 9, Saints at No. 15, Steelers at No. 17.

6. Washington CB Desmond Trufant -- Marcus' younger brother is long and lean at 6-foot, 190, and recovery speed isn't going to be a problem. Trufant's 4.38 forty was third fastest among defensive backs at the Combine, and his 3.85 time in the 20-yard shuttle ranked second. His broad jump (10-foot-5) and vertical (37 1/2") were respectable if not elite. On the heels of a standout Senior Bowl, Trufant is making a case to be the draft's No. 2 corner behind Dee Milliner.

Realistic Landing Spots: Dolphins at No. 12, Bucs at No. 13, Panthers at No. 14.

7. Oregon LB Dion Jordan -- Some teams use the Combine to create first impressions, before going back to watch tape until April's draft. Clubs of that mindset will be initially smitten with Jordan. At 6-foot-6 1/4, 248, with 33 7/8-inch arms, he has a freaky size-athleticism combo. His 4.60 forty tied for third among defensive linemen, and Jordan ranked third behind only Mingo and Ansah in the ten-yard split (1.57). His 10-foot-2 broad jump was fourth best at the position. Jordan regularly lined up over the slot receiver in Oregon's defense and might be the most pro-ready cover linebacker in the draft. Rotoworld draft guru Josh Norris has likened him to Julian Peterson.

Realistic Landing Spots: Eagles at No. 4, Browns at No. 6, Jets at No. 9.

8. Arkansas RB Knile Davis -- Davis rushed for just 377 yards on 112 carries (3.37 YPC) coming off a major ankle injury in 2012, but some of his measurables indicate he could be a gem. Weighing in at a rocked-up 5-foot-11 3/8 and 227 pounds, Davis ran the second fastest forty time (4.37) and second best ten-yard split (1.49) among running backs in Indy. He also ranked second in bench reps (31) and ninth in the broad jump (10-foot-1). More sobering were Davis' 20-yard shuttle (4.38) and three-cone times (6.96), which ranked 15th-of-24 and 11th-of-23 participants, respectively. Obvious concerns for Davis are his agility, small hands (8 5/8"), and poor production.

Realistic Landing Spots: Titans, Falcons, Cowboys in the fifth round.

9. Arkansas-Pine Bluff OT Terron Armstead -- Armstead set a new Combine record for offensive linemen with a 4.71 forty, and his 1.64 ten-yard split ranked second behind only Lane Johnson. With lengthy 34-inch arms, 6-foot-4 3/4, 306-pound Armstead also repped 225 pounds 31 times on the bench. His 34 1/2-inch vertical leap again paced the O-Line field, and Armstead tied for third in the broad jump at 9-foot-4. Armstead is considered raw coming out of a small school, but NFL teams will be enamored by his untapped potential and rare athleticism at his size.

Realistic Landing Spots: Redskins at No. 51, Dolphins at No. 54, Seahawks at No. 56.

10. SMU DE Margus Hunt -- Hunt is an extremely raw, 26-year-old former track and field junior Olympian. In terms of being a legitimate NFL prospect, he certainly has the workout-wonder part down. A top D-Line performer in essentially every measurable, 6-foot-8, 277-pound Hunt finished third in the forty (4.60), first on the bench (38 reps), seventh in the broad jump (10-foot-1), ninth in the ten-yard split (1.62), and seventh in the vertical leap (34 1/2") among 54 defensive linemen who showed up in Indy. Old, unlikely to contribute as a rookie, and limited to one position (end) in one scheme (3-4) with little to no quality football film, Hunt will likely be targeted as a mid- to late-round project. There was even post-Combine buzz that some clubs prefer Hunt on offense, playing tight end.

Realistic Landing Spots: Chiefs, Browns, 49ers in the sixth round.

11. Mississippi State CB Darius Slay -- Overshadowed by more heralded teammate Johnthan Banks in college, Slay turned heads when he was credited with the fastest forty time among cornerbacks (4.36). Measuring in at 5-foot-11 7/8 and 192 pounds, Slay also produced a 10-foot-4 broad jump, 1.53 ten-yard split, and 6.90 three-cone time. Little known but no slouch, Slay led the Bulldogs in interceptions (5) last season and is a sleeper to be drafted in the top 75.

Realistic Landing Spots: Bucs at No. 73, 49ers at No. 74, Chargers at No. 76.

12. Rice TE Vance McDonald -- McDonald amassed 119 receptions for 1,504 yards and 15 career touchdowns in Rice's spread offense, and he now boasts workout numbers to support his production. At 6-foot-4 1/8 and 267 pounds, McDonald paced his position on the bench with 31 reps despite measuring in with the longest arms (34 3/8") among all tight ends at the Combine. McDonald also ranked fifth in the forty (4.69), sixth in the vertical (33 1/2"), fourth in the broad jump (9-foot-8), and third in the three-cone drill (7.08). McDonald is headed for the second round.

Realistic Landing Spots: Rams at No. 46, Bears at No. 50, Redskins at No. 51.

13. Texas A&M WR Ryan Swope -- Swope was a possession receiver at A&M, averaging 12.4 career yards per catch, but has drawn Eric Decker comparisons during draft season. He helped himself greatly at the Combine with a 4.34 forty, tying Tavon Austin for second fastest by a receiver after weighing in at 6-foot, 205. Swope also showed well with a 37-inch vertical (fifth best among wideouts), 10-foot-5 broad jump (sixth), and 6.76 three-cone time (sixth). Teams will likely recheck Swope's game tape after the performance. He may begin to generate second-day grades.

Realistic Landing Spots: Bills at No. 71, Jets at No. 72, Dolphins at No. 77.

14. Arkansas TE Chris Gragg -- Gragg needed a way to open eyes after an injury-ruined senior year, and he accomplished that in Indy. At 6-foot-2 3/4 and 244 pounds, Gragg paced the tight end field in forty time (4.50), ten-yard split (1.53), and vertical leap (37 1/2"). Only two tight ends were more efficient in the three-cone drill (7.07), and Gragg also showed adequate strength on the bench with 18 reps of 225 with 33 5/8-inch arms. Gragg caught 41 passes as a junior, so he's not entirely without production. The head-turning Combine is very likely to get Gragg drafted.

Realistic Landing Spots: 49ers, Falcons, Redskins in the fifth round.

15. Cal CB Steve Williams -- Not taken especially seriously in draft circles after leaving school a year early, Williams will get noticed off his Combine. The Cal Bears' 2012 Defensive MVP finished tied for first in the vertical leap (40 1/2"), eighth in the broad jump (10-foot-8), and ninth in forty time (4.42) among 54 cornerbacks. Williams was just an honorable mention pick in the Pac 12 as a junior. At a coveted NFL position, he may have vaulted his stock from a UDFA to fourth- or fifth-rounder.

Realistic Landing Spots: Ravens, Steelers, Jaguars in the fifth round.

Announce New USDA Grants to Combat Hunger, Discuss Obama Administration Business Development efforts, and Meet with Tribal Leaders

On?Wednesday and Thursday, February 27?and?28, Agriculture Deputy Secretary Kathleen Merrigan will travel to South Dakota to announce substantial research grants to combat U.S. and global hunger,?promote rural business development?and highlight the economic importance of local and regional food systems. She will also highlight the Obama Administration?s commitment to promoting business development in Indian Country.

On Wednesday, Merrigan will hold a press conference to announce the award of new USDA grants to ensure greater food security in the United States and around the world.

Merrigan will also bring USDA?s college tour to South Dakota State University and?discuss USDA?s ?Know?Your Farmer, Know Your Food? initiative and efforts to create new opportunities for farmers, ranchers, and communities by building local and regional food systems. An interactive view of USDA programs that support local and regional foods is available at the?Know Your Farmer, Know Your Food Compass.

On Thursday, Merrigan will visit the Lakota Foods facility, the first and only Native American owned and operated business producing, processing, packaging, and marketing popcorn celebrating its Native American origin.

The world?s only animal, past or present, with a complete 360-degree spiral of teeth was Helicoprion, which sliced into prey like a buzzsaw.

This sharklike fish, which lived 270 million years ago, is described in the latest issue of Biology Letters. It had one of the most unusual mouths and sets of teeth in the animal kingdom.

"When the animal closed its mouth on prey, the spiral of sharp teeth rotated backwards, like a circular saw, and slashed through the meat,? lead author Leif Tapanila, an associate professor in the Department of Geosciences at Idaho State University, told Discovery News.

Tapanila is also the research curator and head of the Earth Sciences Division at the Idaho Museum of Natural History. For the study, he and his colleagues took the first ever 3-D images of Helicoprion remains.

Scientists have puzzled over this animal for more than a century, given its highly unusual "tooth whorl.? The new research sheds light on what this prehistoric marine species looked like, what its ancestry was and how it behaved.

"Helicoprion looked a lot like a big-bodied modern shark, but it had a very unusual mouth,? Tapanila said. "An arc of 15 to 18 serrated teeth were exposed in the center of its lower jaw, and it had no protruding teeth in the upper jaw.?

The buzz saw-looking tooth whorl had two functions, the researchers determined. The outermost part anchored the teeth for biting, while the rest of the inner spiral was designed to house the old and previously used teeth from when the animal was younger.

The scientists did not see much wear, tear and breakage, so they suspect Helicoprion primarily sliced into squid or other ancient relatively soft and somewhat chewy sea life. Aside from squid and their early relatives, armored and cartilaginous fish lived in Helicoprion?s ecosystem, along with brachiopods, bivalves and snails. "Cartilaginous? refers to fish made up of cartilage, a firm yet flexible connective tissue.

While Helicoprion looked and acted like a shark, the researchers determined that it?s at the base of the family tree that today includes chimaera (aka "ghost sharks?) and ratfish. Ghost sharks are not technically sharks, but they look and act a lot like them.

Tapanila explained that cartilaginous fish are divided into two main categories: sharks and rays on one side, ratfish and chimaera on the other. They are all marine predators.

No living land or sea animal directly resembles Helicoprion -- especially it?s buzz-saw tooth whorl.

"It was really an improbable animal, and maybe one of the best examples of a successful ?Hopeful Monster,?? Tapanila said, explaining that this refers to evolutionary processes that can result in very unusual body types, with most doomed to failure.

While Helicoprion eventually went extinct, it used to have a nearly global distribution and existed over a period of 10 million years or more, proving that even some eccentric body designs can be successful if they meet the particular needs influenced by the animal?s environment, food sources and more.

John Long, a professor of paleontology at Flinders University, told Discovery News that he fully supports the new findings about Helicoprion and its kin.

"This study ends a century old mystery about this iconic fossil (species) and highlights the unexpected diverse body form that holocephalans occupied,? Long said.

Tapanila and his team would love to find a fossilized prey animal in the mouth of such a prehistoric shark-like animal, to better determine which exact species they were hunting and eating. Given that they lived even before the dinosaurs, Tapanila isn?t "holding his breath? for such a rare find.

Pope Benedict XVI's papal shoes are, like the man who wore them, headed for retirement. "Those red shoes have made quite an impression," said Vatican historian Alberto Melloni.

A senior Vatican official averred that the Pope's choice of products was "completely arbitrary". He's aware of the buzz," he went on, "but mostly he laughs about it because it's so absurd. What does he really have to choose? He doesn't wear a tie or a coat. The glasses he wears are the same glasses he wore as a Cardinal, as is the pen he writes with."

Mets' Feliciano to wear heart monitor for 2 weeks

PORT ST. LUCIE, Fla. (AP) - New York Mets reliever Pedro Feliciano will be restricted from baseball activity for at least two weeks while wearing a heart monitor.

General manager Sandy Alderson said Sunday it was not clear if Feliciano has a "hole" in his heart, which is what the left-hander said Saturday.

Alderson says that until Feliciano is monitored for two weeks, "we won't really have a diagnosis."

The 36-year-old Feliciano has not pitched since 2010, when he went 3-6 for the Mets with a 3.30 ERA and led the league with 92 appearances.

He signed a two-year, $8 million contract with the New York Yankees before the 2011 season, but never appeared in a game because of shoulder issues and surgery to repair a torn capsule and rotator cuff.

Gen. Boykin: Obama going wrong way on families

Barack Obama called during his State of the Union for taxpayer-funded universal preschool f or children, which would yank them out of their homes at an even earlier age.

But a new study shows the opposite ? family cohesion, is the No. 1 determinant of a healthy home and a healthy society.

When asked about the message from the study, which showed only 45 percent of 15-17-year-old teens in America live with both married parents, Lt. Gen. William G. Boykin said such cohesion is as important in the home as it is on the battlefield.

?Family intactness, when measured, always has a beneficial influence on U.S. social policy outcomes,? said Boykin, who serves as Family Research Council?s executive vice president.

Boykin, who commanded all the Army?s Green Berets, notes that whether a family stays together or not is the greatest predictor of teen pregnancy, school performance, income and reliance on the government.

The most revealing gauge of the health of the American family was recently released in the third annual ?Index of Family Belonging and Rejection? by FRC?s Marriage and Religious Research Institute. It gives a transparent look at which cities and states do the best and worst job at keeping their families together. A new offshoot of the study, called the ?U.S. Social Policy: Dependence on the Family,? gives a sobering look at how broken homes are the main contributor to destructive teen behaviors that have harmful effects on themselves and society.

In Obama?s address, he suggested preschool for all to counter negative youth trends ? many of which are highlighted in the studies. But FRC President Tony Perkins argues that more school and more federal money cannot remedy problems that begin and end inside the home.

?President Obama has again endorsed a government solution to a spiritual and familial problem,? Perkins points out. ?President Obama and his big government supporters think that starting school at a younger age will help solve society?s problems. But a study of the federal preschool program Head Start shows that for all the money spent on the program, it had little effect on educational outcomes after preschool concluded.?

Boykin, who served four years as the Deputy Undersecretary of Defense and Intelligence, concurs, indicating that America should know better than to embrace costly government intervention to solve its problems.

?We already have Head Start for lower income children,? the 36-year Army veteran asserts, insisting that taking children out of their homes at an earlier age is not the solution, but rather adds to the problem.

?If the U.S. ?universalizes? these programs, we know what will happen. Mothers with higher incomes see their kids? IQs drop if they use more daycare ? Moms, who are otherwise comparable locally, can see better labor markets and hence choose work over time with baby. Those moms are seen later in life to have lower-functioning children.?

According to Dr. Henry Potrykus, who co-authored MARRI?s research, schooling should no longer be considered as the foremost gauge to monitor the condition of American society.

?The analysis of this year?s Index of Family Belonging showed that the social welfare of our nation is determined not just by its educational attainment, but in equal measure by how intact or broken children?s families are,? Potrykus told WND. ?Across the United States, areas with high Index scores have lower female risk factors, such as less teenage out-of-wedlock birth, lower welfare dependency and higher education and income generation.?

And what cities registered the highest when it comes to family intactness? Only three of America?s 45 largest cities had more than 50 percent of households with 15- to 17-year-olds living in them who grew up with both married parents. They are San Jose, Calif. (56 percent), Seattle, Wash. (54 percent) and San Francisco, Calif. (53 percent). And only an additional four cities are at or above the nation?s mean of 45 percent: Fort Worth, Texas (48 percent), Mesa, Ariz. (47 percent), Austin, Texas (46 percent) and Virginia Beach, Va. (45 percent).

And the worst in the group?

?In the five cities scoring lowest on Family Belonging, fewer than two in 10 teenagers have been raised by both parents,? MARRI reports. ?These cities were Cleveland, Ohio (15 percent), Baltimore, Md. (16 percent), Washington, D.C. (17 percent), Memphis, Tenn. (17 percent) and Detroit, Mich. (18 percent).?

Generally speaking, major urban areas aren?t exactly kid-friendly.

?In the average large city, just over three in 10 teenagers have grown up with both married parents (36 percent) ? significantly lower than the national average Family Belonging Index,? the research states.

Other than the surprises of predominantly liberal cities like Seattle and San Francisco being on the top of the index for intact families, what does Potrykus consider to be the biggest shocker about the findings?

?Across all census regions (not just cities), once family intactness, education, and other demographic factors are taken into account, an area?s racial composition matters little for social policy outcomes,? Potrykus explains.

?For example, Hispanics in an area show a positive influence on male employment and show no influence on an area?s food stamp recipiency levels once these other more fundamental social variables are factored in.?

The Index of Family Belonging for the states also calculates the percentage of 15- to 17-year-olds who have grown up with both married parents. Only 11 states weigh in at more than 50 percent: Utah (60 percent), Minnesota and North Dakota at 57 percent, Nebraska (54 percent), New Jersey and New Hampshire at 53 percent, Iowa, South Dakota and Massachusetts at 52 percent and Connecticut and Idaho at 51 percent.

Detroit

The bottom 10 states are all at 40 percent or below when it comes to the rate of 15- to 17-year-olds growing up with their married parents, and they are predominantly located in the Southeast. Mississippi is in the cellar at 32 percent, followed by Louisiana (36 percent), Alabama and Arkansas at 37 percent, New Mexico and Georgia at 38 percent, South Carolina and Florida at 39 percent and Tennessee and Nevada at 40 percent.

Taking a broader look at youth of all ages, MARRI also ranked America?s 100 largest cities by calculating the percentage of all households with children with married family heads. The top 10 are: Plano, Texas (77 percent), Seattle, Wash. (70 percent), Fargo, N.D. and San Jose, Calif. at 69 percent, Chandler, Ariz. and Lincoln, Neb. at 68 percent, San Francisco, Calif. and Madison, Wis. at 66 percent, San Diego, Calif. (65 percent) and Salt Lake City, Utah (64 percent). Bringing up the rear as the bottom five are Detroit, Mich. (27 percent), Wilmington, Del. (28 percent), Cleveland, Ohio (29 percent) and Baltimore, Md. and Birmingham, Ala. at 30 percent.

And the social consequences of these family cohesion percentages are very significant.

?Family intactness is roughly as important as high school education and more important than college education in influencing outcomes of public policy interest,? the Social Policy report states. ?[It] is the most important factor ? in determining an area?s dependence on welfare programs that target organic poverty [including] receipt of food stamps, Temporary Assistance for Needy Families and state welfare transfers, Supplemental Security Income transfers and prime-age adult public healthcare recipiency.?

Low percentages for cities predict higher rates of other social burdens and hardships, as well.

?Family intactness has the second-largest influence on overall diminishment of prime-age female, and child, poverty,? the study divulges, while also pointing out that it has the greatest ?attenuating influence on teenage out-of-wedlock birth.?

Perkins says the panacea to this teen epidemic is quite simple and doesn?t require billions of taxpayer dollars to implement.

?Children need parental involvement and attention,? asserts the pro-family advocate. ?They need strong families.?

He blames many of the moral concessions America and its courts have tolerated and embraced for decades as a major part of the problem, claiming that adults have put their desires above the basic needs of children.

?What a four-year-old needs more than anything is a loving, secure home with a mom and dad who love each other,? Perkins, whose organization is based in Washington, D.C., contends. ?There is no better way to start a young life. We cannot have secure, well-prepared, confident children if we continue to sustain a culture where no-fault divorce, cohabitation and out-of-wedlock births are the norm.?

On behalf of FRC, Perkins calls upon the commander in chief to stop declaring war on taxpayers? pocketbooks with exorbitant and ineffective multi-billion dollar programs and follow through with a pro-family policy he recently proposed during his State of the Union speech.

?We urge the president and his allies to instead focus on another line from the State of the Union address,? Perkins implored. ?President Obama said he planned to use tax credits to ?encourage fatherhood ? because what makes you a man isn?t the ability to conceive a child; it?s having the courage to raise one.? We completely agree. That?s the sort of policy proposal that Americans of all political colors can get behind, and we urge the president to put his time and energy into promoting family formation, not further deficit spending.?

This is a plan of the president?s that Gen. Boykin also supports, maintaining that through the pro-family tax credits, the commander in chief has redirected his war on societal, academic and economic decay in the right direction.

?Policies that would act as actual incentives for keeping dads around will work either to reduce out-of-wedlock birth, which is a result of out-of-wedlock sexual activity, or reduce divorce,? Boykin concluded. ?All elected officials should embrace such policies if they are interested in the cognitive and non-cognitive development of children, which is to say the cognitive and non-cognitive human capital of our future workforce.?

We're waiting (on the edge of our couches, popcorn in hand) to see which travel-inspired movies will take home Academy Awards this year. With Denzel Washington nominated in the best actor category for his role in Flight, Naomi Watts up for best actress in The Impossible and Life of Pi on the nominee list for best picture, movies that feature travel are in the running for plenty of Oscars at the 85th Academy Awards.

Travel has been a cornerstone of many award-winning silver-screen favorites. Here are Cheapflights.com's picks for the top 10 Oscar-winning travel movies.

  • Around the World in 80 Days (1956)

    <strong>Academy Awards</strong>: Best Picture, Best Cinematography (Color), Best Film Editing, Best Music (Scoring of a Dramatic or Comedy Picture) and Best Writing (Adapted Screenplay) Based on a Jules Verne novel, this best picture winner tells the story of Phileas Fogg ? an English man who makes a big bet (and by big, we mean ?20,000) with a few skeptics that he can travel around the world in 80 days. Fogg takes a train to Paris, then sets off in a hot air balloon and travels ? by various means ? across the globe with stops in places like Spain, India, Hong Kong, Japan and San Francisco. The adventurous Englishman encounters numerous trials and tribulations during his journey, but in the end (spoiler alert) he?s saved by the International Date Line, which gives him an extra day and the chance to win it all at the last minute.

  • The Accidental Tourist (1988)

    <strong>Academy Award</strong>: Best Actress in a Supporting Role (Geena Davis) Baltimore-based travel guide writer Macon Leary is the focal point in this international story of love and loss. The writer experiences his share of heart break: the murder of his son, the break up of his marriage and an injury that brings him back to his childhood home where he meets kennel manager Muriel Pritchett (played by Geena Davis). Praised for its adapted screenplay, original score and acting, the drama unfolds with a shared flight to Paris (where Leary is researching his next guide), a hotel recommendation and a taxi.

  • Vicky Cristina Barcelona (2008)

    <strong>Academy Award</strong>: Best Actress in a Supporting Role (Pen?lope Cruz) Barcelona is the main backdrop for this story of twisted love connections. When two American women ? practical Vicky and carefree Cristina ? travel to the Spanish city for the summer, they meet artist Juan Antonio Gonzalo and a series of seduction attempts (and successes) ensues. But it?s the arrival of Gonzalo?s unstable ex-wife Maria Elena (played by Pen?lope Cruz) that really shakes things up. Shot on location in Barcelona, the movie also takes viewers to Oviedo, Spain, France and the U.S.

  • Sideways (2004)

    <strong>Academy Award</strong>: Best Adapted Screenplay In this 2004 comedic drama, a week-long road trip that starts in the name of good fun turns into debauchery as two middle-aged men travel from San Diego up to Santa Ynez Valley wine country in California. The movie sheds light on the human condition, using the trip as a tool to fully develop characters. In the meantime, the film features plenty of picturesque California vineyards. And the succession of wines that parade across the screen will leave you longing for a trip to wine country ? and a glass of red. Pinot Noir, anyone?

  • Up (2009)

    <strong>Academy Awards</strong>: Best Animated Feature, Best Original Score Unconventional travel is at its finest in this animated story of elderly widower Carl Fredricksen who ties thousands of helium balloons to his house and takes off in search of a fictional location ? Paradise Falls, Venezuela. Fredricksen?s journey is inspired by a lifelong personal goal and a promise to his late wife after years of saving up for the trip. The film?s creators spent time in Venezuela researching their main character?s destination, which seems to most closely resemble Angel Falls in Venezuela?s Canaima National Park.

  • An American in Paris (1951)

    <strong>Academy Awards</strong>: Best Picture, Best Art (Set Decoration), Best Cinematography (Color), Best Costume Design (Color), Best Musical Score and Best Writing, Scoring and Screenplay Set in Paris and laced with dance numbers, this critically acclaimed musical film centers on American World War II veteran-turned-painter Jerry Mulligan, who has traveled to Paris to live as an expatriate. There, he meets French woman Lise Bouvier and falls in love with her shortly before she gets married to another man. The film was actually shot in Los Angeles, but its musical score, recreated Parisian locales and depiction of forbidden love still thoroughly impressed viewers, critics and the Academy.

  • Lost in Translation (2003)

    <strong>Academy Award</strong>: Best Original Screenplay This best original screenplay winner is the story of an unlikely bond between two Americans who have traveled to Tokyo for different reasons. Bob Harris, an aging actor, arrives in the Japanese city to film an advertisement, while Charlotte has accompanied her celebrity photographer husband on assignment. Culture shock strengthens their relationship, as they attempt to navigate a contemporary Japanese environment and the complexities in their lives. Shot on location in Japan, the setting for Lost in Translation was largely inspired by director Sofia Coppola?s many visits to the country.

  • Out of Africa (1985)

The romantic drama, starring Robert Redford and Meryl Streep, begins with a Danish baroness who moves from Denmark to British East Africa (present-day Kenya) with her husband and purchases a coffee plantation. The baroness falls for big-game hunter Denys Finch Hatton who refuses to settle down. With his personality underscored by their untamed African surroundings, the baroness eventually makes her way back to Denmark amid heartbreak.

  • The Motorcycle Diaries (2004)

    <strong>Academy Award</strong>: Best Original Song Based on Ernesto Guevara?s travelogue, The Motorcycle Diaries chronicles Guevara?s 1952 journey across South America alongside his friend Alberto Granado. The pair originally set out on Granado?s motorcycle looking for a fun-filled trip and the ultimate goal of working in a leper colony in Peru. Along the way, they are deeply changed by the people and poverty they encountered. Departing from Buenos Aires, Guevara and Granado travel 8,700 miles through Argentina, Chile, Peru, Colombia and Venezuela ? a journey that ends up transforming their lives.

The defining montage that places this cinematic success in the travel category is Forrest Gump?s epic journey ? on foot ? across the United States as he gives into his inexplicable urge to just keep running.
