Both side make their arguments on community center vote

Sammamish voters have major decisions on their Nov. 6 ballots, with presidential, gubernatorial and legislative races all at stake. But no ballot measure is likely hit as close to home as Proposition 1, which asks Sammamish residents to weigh in on one of the biggest capital projects in the young city?s history ? a proposed $30 million YMCA-run community and aquatic center behind the library.

The non-binding vote is designed to give Sammamish City Council members a gauge on whether the public supports moving forward with the 60,000-square-foot building, which would feature a family-friendly leisure pool with a waterslide and lazy river, a six-lane lap pool, two gymnasiums, fitness equipment, meeting rooms and a children?s play room.

Under a broad framework agreed to by the city and the YMCA, the non-profit would kick in $5 million towards the construction of the facility, provide approximately an additional $1 million in internal improvements like furniture and light fixtures and ? perhaps most importantly ? run the facility to ensure city taxpayers aren?t on the hook in the event of any operating deficits. The city would cover the rest of the $25 million in construction costs, retain ownership of the building and also get a $1 a year lease on a parcel of YMCA-owned land near Pine Lake Middle School, for use as some sort of recreational facility.

The community and aquatic center would be run similar to other YMCAs around the Puget Sound, with dues tied to YMCA monthly fees ? currently $107 a month for a family with two adults and less for individual adults, seniors and children. YMCA officials have also verbally committed to multiple perks for Sammamish residents, including free use of multi-purpose rooms, regular free-swim days and a waiver of the normal $125 initial joining fee.

City Manager Ben Yazici has said the city can pay for its contribution to the project out its sizeable reserves ? projected at the Oct. 15 council meeting to be approximately $45.8 million at the end of 2014 due to higher than expected revenues from development fees and sales tax this year. The city?s savings account would go down to $20.8 million if it chipped in $25 million for the project. The proposition states that ?no new taxes are expected to be levied to pay for operations, maintenance or construction costs.?

Proponents of the project see this as a golden opportunity to address a long-standing request of local citizens ? a community pool, an affordable place to get exercise and a space to bring the community together in the future heart of the city. Construction costs will likely be low because of the sluggish economy, a nonprofit is offering to operate the facility and the city has amassed a large amount of savings because it contracts for services like police and fire instead of running its own, they argue.

?While other cities are struggling, Sammamish ? because it has been run in a fiscally frugal manner ? is in the envious position of having a strong reserve,? said Parks Commissioner Hank Klein, who helped author the ?pro? statement in the Voter?s Guide. ?This is not strictly a fitness club ? this is so much more.?

But the proposal has drawn vocal opposition from some. Former city council candidate Jim Wasnick, who helped author the ?con? statement in the voter?s guide, said citizens responding to surveys have been requesting a pool, not a more deluxe fitness center. He questioned why the city didn?t look into cheaper options like building just an indoor pool without the rest of fitness options that put the facility in direct competition with private health clubs like the Pine Lake Club and Columbia Athletic Center, run by Bellevue resident Cy Oskoui.

Wasnick suggested that the school districts and independent swim teams, which have been pushing the city to address the lack of pool space in the area, should chip in for any new facility they?d be using.

?There are so many different options out there that haven?t been explored,? Wasnick said. ?The City Council doesn?t care about small businesses and it?s unfortunate.?

Others have compared the proposed facility to YMCAs in neighboring cities and questioned why the city seems to be paying for so much more of this facility. The city of Newcastle waived about $400,000 worth of development and permitting fees for the YMCA when it spent more than $19 million on the Coal Creek YMCA facility in 2008. The Snoqualmie Valley YMCA, which opened up earlier this year in Snoqualmie Ridge, was funded by about $4 million worth of city money, with the Washington State Department of Commerce chipping in about $800,000 and the YMCA fundraising about $250,000.

Marcia Isenberger, Eastside Regional Executive of the YMCA of Greater Seattle, said the Snoqualmie facility is more indicative of the current partnerships the YMCA has been looking at, while the Coal Creek facility is a relic of pre-recession thinking. The YMCA had originally planned to build a facility on the land it owns near Pine Lake Middle School the same time it built the Coal Creek facility and two others ? in Shoreline and SeaTac. But the recession took the wind out of the $40 million total fundraising effort for those facilities and the YMCA was forced to scale back plans and drop the Sammamish facility. With the economy still finding its feet, the Isenberger said the YMCA needs partners ? like Sammamish ? to take the lead on fundraising for future facilities.

?Times have changed,? Isenberger said. ?We?d be foolish to try to raise $40 million in this climate.?

Big money

Cy Oskoui, owner of Columbia Athletic Clubs, has donated $45,000 to a political action committee that has sent out at least two different mailers urging voters to say no to the community and aquatic facility. Oskoui has said that he fears that his health clubs would go out of business if the facility is built.

Common Sense Sammamish, the PAC in question, also may have run afoul of Washington state election law by not disclosing the top five donors to the PAC on its mailers. Washington State Public Disclosure Commission spokeswoman Lori Anderson said PACs are required to disclose such information if they spend more than $1,000 on a mailer ? more than $10,000 was spent on these mailers.

Anderson said the top five donor requirement is new this year and that first-time offenders are generally given a warning, while repeat offenders can be fined up to $500. Oskoui said he became aware of the requirement after the mailers were sent and promised that any future mailers will abide by the requirement.

?I?ve spent 20 years of my life building these health clubs, and now I am fighting for my life,? Oskoui said of the proposed YMCA?s effect on his business.

Private offer rejected

Cy Oskoui, owner of Columbia Athletic Clubs, said he offered to partner with the city on building a community and aquatic center similar to the one being proposed by the YMCA, but his idea fell on deaf ears.

Oskoui said he had been planning on building a 40,000 square foot health club ? with a pool ? in the north end of Sammamish to replace an 8,000 square foot facility he runs in the Saffron development. Oskoui said developers backed out on those plans after the city announced it wanted to build its community and aquatic center.

A copy of a September 2011 letter sent by Oskoui to City Manager Ben Yazici called for the city to build the facility, which would include a child care center and community meeting rooms, and have Columbia Athletic Company run it. Oskoui proposed to give 15 percent of the gross revenue back to the city, though it makes no mention of how much citizens would be charged to use the facility.

In an interview, Yazici said he did not pursue the proposal any further because Oskoui made no promises about the monthly fees users would be charged. He also said the proposal could be seen as a gift of public funds under state law, since Columbia Athletic Club is a for-profit business.

?Having a nonprofit run the facility is much different than going out and just giving a facility to a private person,? Yazici said.

Microsoft Says Moved Quickly to Address EU Browser Worry

BRUSSELS--U.S. software giant Microsoft Inc. (MSFT) said Wednesday that it has moved quickly to address an internet browser issue that has triggered an antitrust charge by European Union regulators and it is making sure it won't happen again.

We "moved quickly to address this problem as soon as we became aware of it. Although this was the result of a technical error, we take responsibility for what happened," Microsoft said in a statement. "We sincerely apologize for this mistake and will continue to cooperate fully with the Commission," it added.

The European Commission announced earlier Wednesday that it has sent a formal complaint to Microsoft for failing to meet an earlier promise to offer users a choice of different web browsers.

One Olympian, hammer-thrower Adrian Annus, initially refused to give his medals back after his doping sample was found to be contaminated. Several months later, however, the international condemnation grew too intense, and Annus complied.

There was a case a few years ago where a mom was abusive with her little girl in a mall and kept whacking her in her carseat in the parking lot, and the security footage was released to the media to help catch her and be sure that the child was okay. She was an Irish Traveler and not at all willing to cooperate with the authorities, so it became a big case in the news. I don't know how it turned out but know they took it seriously.

Whether they?re doing high-profile gigs like the closing ceremony of the London Olympics or recording exquisite albums like their latest, Elysium, Pet Shop Boys always manage to keep pop fans satisfied with their attention to detail. Case in point: the slew of demos, b-sides and remixes for new single ?Leaving,? which will be made available in three separate digital bundles on iTunes on Tuesday, October 16 in the US (and on October 15 in the UK).

Today Idolator is premiering the ?Believe In PSB Remix? of ?Leaving,? which pretty much serves as a good old-fashioned extended version of the song ? one where many of the flourishes in the background are more prominent and punched up. Listen below!

Yesterday we spoke with Andrew Dawson, co-producer of Elysium, about recording ?Leaving? with Pet Shop Boys members Neil Tennant and Chris Lowe. He noted the following: ?There are a lot of little subtle production elements in ?Leaving,? and some we went back and fourth on quite a few times. Sometimes I think more than the average listener would catch or hear. The great thing about it is we were all very focused on the larger details all the way down to the small ones, so you?ll hear a little more each time you listen.?

One quality that stands out the most on ?Leaving? ??and on many of the tracks on Elysium ? is the unmistakeable presence of backing vocalists Oren, Maxine, Luther and Julia Waters, who have worked with everyone from Michael Jackson in his Motown days to Adele. You can hear them prominently in the remix above.

?Chris and Neil knew from the start that they wanted a thick, lush BV environment on this album,? Dawson told us. ?Early on in the process I was talking with my management and they had just done some work with the Waters. I ended up reaching out to them and invited them over to see how it would work, and as I recall, ?Leaving? was one of the first songs they recorded on. We were recording within 30 minutes of them arriving to the studio. They were wonderful at harmonizing everything and working out the balance and blend between themselves, because they have been singing together for so long.?

As we noted in our review of Elysium, ?Leaving? is a song about growing older and facing death ? in particular, Tennant penned the lyrics to reflect his thoughts on the recent passing of both of his parents. Still, it?s an upbeat track, and the ?Believe In PSB Remix? really plays up its more uplifting pop elements.

Andrew explained how he and the Boys went about creating that quality: ?The? ?happy sad? tone of the album is most easily set by Neil?s lyrics. A very bittersweet, reflective, yet peaceful look at things. So the challenge is to find something that compliments that direction. Certain instrumentation can subtly and subconsciously steer your emotions to angry, happy, sad, thoughtful ? the whole gamut of sounds. So the challenge is to put the pieces together that work as a whole, not throw everything in the kitchen sink at it. Let it breathe, but still give detail to the music. There?s a lot of clever subtlety in this album.?

Pet Shop Boys have been Grammy-nominated several times, most recently for their 2009 album Yes. Dawson himself has three Grammys thanks to his work on Kanye West?s albums. Still, the producer notes that collaborating with Neil and Chris allowed him to explore new avenues with music.

?Usually in the pop/urban world, an extremely high prevalence is put on the ?beat? ? almost to the point that sometimes the melody, and more so the harmony, are an afterthought. Chris and Neil from the start have top notch chordal and harmonic structure, complimented by really great melodies. The harmony/melody are really important to them, so it was really fun for me ? especially being from a classical background ?to embellish and work with harmony/melody.?

Suomi NPP satellite sees auroras over North America

Overnight on October 4-5, 2012, a mass of energetic particles from the atmosphere of the Sun were flung out into space, a phenomenon known as a coronal mass ejection. Three days later, the storm from the Sun stirred up the magnetic field around Earth and produced gorgeous displays of northern lights. NASA satellites track such storms from their origin to their crossing of interplanetary space to their arrival in the atmosphere of Earth.

Using the "day-night band" (DNB) of the Visible Infrared Imaging Radiometer Suite (VIIRS), the Suomi National Polar-orbiting Partnership (Suomi NPP) satellite acquired this view of the aurora borealis early on the morning of October 8, 2012. The northern lights stretch across Canada's Quebec and Ontario provinces in the image, and are part of the auroral oval that expanded to middle latitudes because of a geomagnetic storm.

The DNB sensor detects dim light signals such as auroras, airglow, gas flares, city lights, and reflected moonlight. In the case of the image above, the sensor detected the visible light emissions as energetic particles rained down from Earth's magnetosphere and into the gases of the upper atmosphere. The images are similar to those collected by the Operational Linescan System flown on U.S. Defense Meteorological Satellite Program (DMSP) satellites for the past three decades.

Auroras typically occur when solar flares and coronal mass ejections?or even an active solar wind stream?disturb and distort the magnetosphere, the cocoon of space protected by Earth's magnetic field. The collision of solar particles and pressure into our planet's magnetosphere accelerates particles trapped in the space around Earth (such as in the radiation belts). Those particles are sent crashing down into Earth's upper atmosphere?at altitudes of 100 to 400 kilometers (60 to 250 miles)?where they excite oxygen and nitrogen molecules and release photons of light. The results are rays, sheets, and curtains of dancing light in the sky.

Auroras are a beautiful expression of the connection between Sun and Earth, but not all of the connections are benign. Auroras are connected to geomagnetic storms, which can distort radio communications (particularly high frequencies), disrupt electric power systems on the ground, and give slight but detectable doses of radiation to flight crews and passengers on high-latitude airplane flights and on spacecraft.

The advantage of images like those from VIIRS and DMSP is resolution, according to space physicist Patrick Newell of the Johns Hopkins University Applied Physics Laboratory. "You can see very fine detail in the aurora because of the low altitude and the high resolution of the camera," he said. Most aurora scientists prefer to use images from missions dedicated to aurora studies (such as Polar, IMAGE, and ground-based imagers), which can offer many more images of a storm (rather than one per orbit) and can allow researchers to calculate the energy moving through the atmosphere. There are no science satellites flying right now that provide such a view, though astronauts regularly photograph and film auroras from the International Space Station.

The Campaign to Regulate Marijuana Like Alcohol has just released a new radio ad in support of Colorado?s Amendment 64, which aims to regulate marijuana in a manner similar to alcohol.

The ad, which will be airing on terrestrial radio as well as Pandora in the state of Colorado, features Melissa Etheridge relating her personal journey with marijuana. Through her experience of medical use during her struggles with cancer, Melissa realized the positive aspects of the plant and the dire consequences of the war on drugs and is now calling for legalized and regulated cannabis, which starts with voting YES on Amendment 64 this fall.

Indian police say 3 Muslims were planning attacks

NEW DELHI (AP) ? Indian police have arrested three Muslim militants suspected of planning terror attacks in New Delhi during a major Hindu festival season that starts later this month, a top police official said Thursday.

The three are members of the Indian Mujahideen, an Islamic militant group, police Commissioner Neeraj Kumar said. The group has links to Pakistan's Lashkar-e-Taiba, which has claimed responsibility for some previous terrorist attacks in India.

The three suspects were arrested in New Delhi over the past two weeks, Kumar told reporters. He said they were responsible for several small explosions in the western city of Pune in August in which one person was injured. A Pune cafe popular with foreigners was the target of a 2010 bombing that killed 17 people.

Police recovered explosives, detonators, batteries and nails used in bombs from the suspects, Kumar said.

Police didn't give any details of the planned attacks. Large numbers of people gather for religious ceremonies and for shopping during the festival season.

Kumar said the questioning of Syed Zabiuddin Ansari, an Indian citizen who was considered to be a key player in attacks in Mumbai in 2008, helped lead to the three suspects.

Ansari was arrested at New Delhi's airport in June after Saudi Arabia agreed to hand him over to Indian officials and put him on a flight home.

Investigators said Ansari was linked to Lashkar-e-Taiba. He is alleged to have been among those giving orders to the Mumbai attackers or directing them on their cellphones from a control room in Karachi, Pakistan, during the Nov. 26-28, 2008, attacks that killed 166 people.

Ten Pakistani gunmen rampaged through Mumbai for three days attacking two luxury hotels, a Jewish center and a packed train station.

Bounce, skid, wobble: How Huygens landed on Titan

ScienceDaily (Oct. 11, 2012) ? The European Space Agency's Huygens probe, ferried to Saturn's moon Titan by NASA's Cassini spacecraft, bounced, slid and wobbled its way to rest in the 10 seconds after touching down on Titan in January 2005, a new analysis reveals. The moon's surface is more complex than previously thought.

Scientists reconstructed the chain of events by analyzing data from a variety of instruments that were active during the impact, in particular changes in the acceleration. The instrument data were compared with results from computer simulations and a drop test using a model of Huygens designed to replicate the landing.

The analysis reveals that, on first contact with Titan's surface, Huygens made a dent 4.7 inches (12 centimeters) deep, before bouncing out onto a flat surface. The Huygens probe, which had a mass of about 400 pounds (200 kilograms), hit the ground with an impact speed that was similar to dropping a ball on Earth from a height of about 3 feet (one meter). The probe, tilted by about 10 degrees in the direction of motion, then slid 12 to 16 inches (30 to 40 centimeters) across the surface. It slowed due to friction with the surface and, upon coming to its final resting place, wobbled back and forth five times. Each wobble was about half as large as the previous one. Huygens' sensors continued to detect small vibrations for another two seconds, until motion subsided nearly 10 seconds after touchdown.

"A spike in the acceleration data suggests that during the first wobble, the probe likely encountered a pebble protruding by around an inch [2 centimeters] from the surface of Titan, and may have even pushed it into the ground, suggesting that the surface had a consistency of soft, damp sand," said Stefan Schr?der of the Max Planck Institute for Solar System Research in Katlenburg-Lindau, Germany, lead author of the paper reporting the results in the journal Planetary and Space Science.

Previous work measured the firmness of Titan's surface during the Huygens impact. Those results found the surface to be quite soft. The new work goes one step farther to demonstrate that if something put little pressure on the surface, the surface was hard, but if an object put more pressure on the surface, it sank in significantly.

"It is like snow that has been frozen on top," said Erich Karkoschka, a co-author at the University of Arizona, Tucson. "If you walk carefully, you can walk as on a solid surface, but if you step on the snow a little too hard, you break in very deeply."

Had the probe impacted a wet, mud-like substance, its instruments would have recorded a "splat" with no further indication of bouncing or sliding. The surface must have therefore been soft enough to allow the probe to make a sizeable depression, but hard enough to support Huygens rocking back and forth.

"We also see in the Huygens landing data evidence of a 'fluffy' dust-like material -- most likely organic aerosols that are known to drizzle out of the Titan atmosphere -- being thrown up into the atmosphere and suspended there for around four seconds after the impact," said Schr?der.

Since the dust was easily lifted, it was most likely dry, suggesting that there had not been any rain of liquid ethane or methane for some time prior to the landing.

"This study takes us back to the historical moment of Huygens touching down on the most remote alien world ever visited by a landing probe," added ESA's Cassini-Huygens project scientist, Nicolas Altobelli. "Huygens data, even years after mission completion, are providing us with a new dynamical 'feeling' for these crucial first seconds of landing."
