WASHINGTON (AP) -- President Barack Obama intends to nominate two lawyers with government experience to become commissioners on the Federal Election Commission, the agency that oversees and enforces campaign finance laws. One of the nominees would fill a Democratic vacancy on the commission and the other would replace the Republican vice chairman, the White House said.
Obama's nominee to replace Republican Donald F. McGahn is Lee Goodman, who served as a top aide to former Republican Gov. Jim Gilmore of Virginia. Obama's Democratic nominee is Ann Ravel, the chair of the California Fair Political Practices Commission. She would fill the seat vacated earlier this year by Cynthia Bauerly.
If confirmed by the Senate, the FEC would have all of its six commissioners ? three Democrats and three Republicans.
The even partisan split on the FEC has at times contributed to gridlock on the commission with votes breaking along party lines.
Advocates of tighter campaign finance laws applauded Ravel's nomination Friday. While she was chair, the California Fair Political Practices Commission last year sued an Arizona nonprofit group for failing to divulge the source of money it used to fight a tax initiative proposed by California Gov. Jerry Brown. Under orders from the state Supreme Court, the group ultimately revealed that two conservative groups were behind its $11 million campaign.
"Ann Ravel has led an effort in California to shed light on secret money in California elections and has demonstrated a commitment to effective enforcement of campaign finance disclosure laws," said Fred Wertheimer, president of Democracy 21, a group that advocates changes in campaign finance law.
Goodman himself played a significant role in a case that was closely watched by campaign finance observers. He defended a donor to Hillary Rodham Clinton's 2008 presidential campaign who was accused of reimbursing donors with money from his corporation, a violation of the law. Goodman argued that a ban on corporate donations was unconstitutional. Goodman won at the lower court level, but a federal appeals court upheld the corporate contribution ban and the Supreme Court declined to review that decision, leaving the ban in place.
At issue was the Supreme Court decision in the campaign finance case known as Citizens United, which permitted unlimited corporate and union money to be used in politics, but not in direct donations to parties or candidates.
"Citizens United was a sea change in First Amendment jurisprudence and renders the absolute ban on limited corporate contributions unconstitutional," Goodman said when he won the lower court decision in 2011.
Goodman's stance in that case is likely to please supporters of a less restrictive campaign finance system and, likewise, draw scrutiny from critics of the Citizens United decision.
Advocates of tighter campaign laws have long criticized McGahn, arguing that he has led FEC's Republican bloc to thwart enforcement of campaign laws. McGahn has argued that he has tried to prevent the FEC from becoming an activist agency in its interpretation of the law.
In a statement Friday, he said: "Finally, President Obama has submitted FEC nominees to the Senate for consideration. As many well know, I have long desired to leave, but committed to stay to prevent the FEC from further trampling on our First Amendment and due process rights. I am pleased that a willing and capable successor has been vetted and nominated, and look forward to returning to practice law in the future."

ZAATARI, Jordan (AP) ? Angelina Jolie said Thursday the Syrian civil war is the world's most acute humanitarian crisis and called on world leaders to make diplomatic efforts to end it succeed.
Jolie spoke at Jordan's largest camp for Syrian refugees, which she toured as special envoy for the United Nations refugee agency.
"I appeal to the world leaders ? please, set aside your differences, unite to end the violence, and make diplomacy succeed," she told reporters, drawing attention to the U.N.'s World Refugee Day.
Jolie is returning to her humanitarian work after announcing last month that she had her breasts removed after discovering she has an inherited genetic mutation that puts her at high risk of breast and ovarian cancer.
Her visit to Zaatari camp was her first visit public appearance with the United Nations refugee agency since the double mastectomy.
The actress said that by the end of this year, "half of Syria's population ? 10 million people ? will be in desperate need of food, shelter and assistance."
"The lives of millions of people are in your hands," said Jolie, who wore a black T-shirt and pants under the scorching desert sun, as billows of dust were kicked up by the wind. "You must find common ground."
In her news conference under a tent in Zaatari camp, she said that refugees are "often forgotten and frequently misunderstood."
"They are regarded as a burden, as helpless individuals, or as people who wish to move to someone else's country," she said.
"That is not who they are," she added somberly. Rather, refugees are people to invest in, "who will one day rebuild their countries, and a more peaceful world for us all."
Jordan hosts more than half a million displaced Syrians, including 185,000 in Zaatari, which has become Jordan's fourth largest populated city.
Inaugurated last July, Zaatari is the world's second largest refugee camp, according to the United Nations High Commissioner for Refugees. The largest according to the UNHCR is Dadaab camp in Kenya, which houses 463,000 Somali refugees.
Jolie visited Zaatari along with UN High Commissioner for Refugees Antonio Guterres and Norwegian Foreign Affairs Minister Espen Barth Eide.

Some things are uniquely Martian. And dry ice hovercraft may be one of them.
For 10 years, scientists have been trying to understand what causes ?linear gullies? on Mars?long, thin canals carved into sandy slopes and crater walls. Flowing water doesn?t quite work as an explanation. Water should carry rocks and dirt downstream, dumping it in a fan-shaped apron at the bottom. But these gullies don?t have debris deposits. They abruptly stop.
New gullies appear?and old ones grow?every spring as the winter ice thaws. And some researchers noticed that the sinuous, leveed ditches looked like trails carved by blocks sliding down the hills. That led astronomers to consider an intriguing possibility for the gullies? origin: chunks of dry ice?frozen carbon dioxide?plowing through the sand while riding cushions of gas. But the idea had never been tested.
Researchers at NASA?s Jet Propulsion Laboratory (JPL) spent a couple of days in Coral Pink Sand Dunes State Park in Utah to see if ice, on its own, could carve out a furrow on the shallow slopes. Water ice?the same stuff you put in your lemonade?didn?t do much. Mostly, it just melted. The dry ice, however, came alive. ?The dry ice behaved dramatically different,? says JPL systems engineer Serina Diniega, lead author on a paper in Icarus. ?The water ice blocks didn?t move at all, but the dry ice just took off!? After a small nudge, the dry ice glided down the dune, blowing away sand as it did. When the block stopped, the sand beneath it writhed as jets of carbon dioxide escaped from under the ice. ?We were surprised,? she adds.

Dry ice doesn?t melt; that?s what makes it ?dry.? Instead, it changes from a solid to a gas via sublimation. And that?s the secret ingredient. The gas collects in a very thin, flat bubble under the block. Like a hovercraft, the gas cushion makes the ice highly mobile. Something similar happens when you flick water onto a hot pan: the bubbles dance around on miniature cushions of steam.
Frozen CO2 is prevalent on Mars. During the Martian winter the polar caps grow as carbon dioxide condenses out of the atmosphere. Ice sheets form a couple of meters thick. In the spring the ice breaks up. Blocks jutting out from overhangs and crater lips, weakened by warming temperatures, can break off and land on the shallow slopes below. The fall serves the same purpose as the nudge from the researchers?it gets the blocks going. From here, sublimation takes over and the ice rides its way to the bottom of the hill, carving out a groove as it goes.
